The Harborview Foster Care Center of Excellence launched in October 2020. We work in partnership with caregivers and other providers to help foster children achieve their fullest potential.
We are a trauma informed primary care clinic and medical home for children involved with the child welfare system. We provide entry into care exams as well as routine primary care for children and their siblings.

Who Do Our Two Clinics Serve?
Primary Care Foster Care COE: We serve any child who is or has been in out-of-home care who is in need of primary care. We also perform initial health evaluation screening exams for children entering foster care. Includes access to a psychologist and psychiatrist in the clinic, as well as a SW, nutrition, and care coordination.
Foster Care Consultation Clinic: We also provide consultation services for foster care youth. Referral from a DCYF case worker is required for our consultation services, which provides comprehensive medical and psychological evaluations, plus a report with a team planning meeting post evaluation. While a DCYF case worker must approve an evaluation with our clinic, anyone on a child’s care team can request an evaluation and our program coordinator will assist with next steps.
How might the Foster Care Consultation Clinic help? We provide:
Diagnostic clarification
Treatment Planning and Recommendations
Referrals for Recommended Additional Testing, Such as an Autism Assessment Referral
Parenting Support and Resources
Medication Consultation
FAS Screening and Referral, if indicated
Consultation Around Behavioral Concerns
Connection to an AHCC Care Manager, and more
What to Expect in the Consultation Clinic? A typical evaluation visit lasts approximately 3 hours and will be with a pediatrician and a clinical psychologist. After the evaluation, the care team will meet virtually for a telehealth appointment to discuss treatment recommendations. This appointment is typically 2-3 weeks after the first appointment and lasts for one hour. Anyone on the care team is invited, including the evaluating provider, social worker, foster parents, an AHCC Care Manager, and more depending on your specific needs.
Clinic Mission: In partnership with parents, caregivers and their communities, our dedicated team promotes and supports the wellbeing and development of children involved with the child welfare system so they may overcome adversity, take root, and flourish.
